I was reading the actual bill that describes our ‘$700B bail out’ and WOW is what comes to mind. This should be the cause for an amazing change from the mortgage lock-down we’ve been experiencing the past few months.
If I had a crystal ball and wanted to assure my buyers of when it was a good time to buy, I would suggest that once this bill passes (there is a clause that requires implementation start within 60 days) that later this year early next will be the best time to buy on almost all fronts. Interest rates should remain low, prices should remain low and because of this bill, prices should stabilize. Stabilizing of prices and the churn of new buyers could potential be the perfect storm for equity gains to start again….
Call me today if you’d like to discuss my interpretation or yours. I’d also call your bank and see what they can do for you- this would be EXACTLY what the point of all this is to drive.
Ive attached a snippet of the actual bill that highlights some interesting change potentially headed our way.
“SEC. 109. FORECLOSURE MITIGATION EFFORTS.
…MODIFICATIONS
In the case of a residential mortgage loan, modifications made under paragraph (1) may include—(A) reduction in interest rates (B) reduction of loan principal; and(C) other similar modifications.
TENANT PROTECTIONS.—In the case of mortgages on residential rental properties, modifications made under paragraph (1) shall ensure—(A) the continuation of any existing Federal, State, and local rental subsidies and protections; and(B) that modifications take into account2 the need for operating funds to maintain decent3 and safe conditions at the property.”

Reston is a Planned Community in Northern Virginia. Today’s Reston is the product of the vision of Robert E. Simon, Jr. and the Mobil Corporation. It is the nation’s best known and most successful planned community, or New Town, as they are often called. Planned Communities integrate every aspect of human life including the social and economic, education, health services, recreation, religious institutions, industrial facilities and commercial centers. Placement of roads, utilities and housing are predetermined for the entire development in advance of construction. Housing is provided for a variety of income levels. The planned community movement started in Great Britain in the late nineteenth century and spread to the United States after World War I. During the 1930s, the U.S. government sponsored planned communities called “greenbelt towns.”

Interesting article post in the New York times on July 24 that shared with its readers the possibility of radiation being omitted from some granite counter tops- YES… RADIATION!!!
“SHORTLY before Lynn Sugarman of Teaneck, N.J., bought her summer home in Lake George, N.Y., two years ago, a routine inspection revealed it had elevated levels of radon, a radioactive gas that can cause lung cancer. So she called a radon measurement and mitigation technician to find the source.

Using devices like the Geiger counter and the radiation detection instrument Stanley Liebert measures the radiation and radon emanating from granite like that in Lynn Sugarman’s kitchen counters.
“He went from room to room,” said Dr. Sugarman, a pediatrician. But he stopped in his tracks in the kitchen, which had richly grained cream, brown and burgundy granite countertops. His Geiger counter indicated that the granite was emitting radiation at levels 10 times higher than those he had measured elsewhere in the house. The granite, it turned out, contained high levels of uranium, which is not only radioactive but releases radon gas as it decays. “The health risk to me and my family was probably small,” Dr. Sugarman said, “but I felt it was an unnecessary risk.
It’s not that all granite is dangerous,” said Stanley Liebert, the quality assurance director at CMT Laboratories in Clifton Park, N.Y., who took radiation measurements at Dr. Sugarman’s house. “But I’ve seen a few that might heat up your Cheerios a little.”

Representatives from NVARS government affairs committee met with VDOT in June 08 to discuss the ‘Hot lanes project’ and apparently this is going to be a win-win proposal that will go into affect in 2013.

Implemented in 5 other major cities the project will create new HOV lanes that allows commuters to pay their way on. When traffic goes up so will the price of the tolls and when traffic goes down the price decreases with it. The project will renovate over 50 bridges and miles of dated travels lanes in our area over the next few years and will undoubtedly improve the commute for millions of folks in our area. Paying wont be complicated either, E-Zpass will get in on the deal and sensors will debit the charges automatically. This will eliminate the need for toll booths and be a great way to keep the process streamlined.
Move to Northern Virginia today, Were advancing our lifestyles and improving our residence lives.

For most Nothern Virginia homeowners property taxes were increased on July 1. In addition local jurisdictions may also increase the commercial poperty tax rate by as much as .25 cents per every $100.00. Fairfax and Arlington countoes have increased commercial property taxes .11 cents and 12.5 cents respectively in their 2009 budgets.
Residential tax rates in:
1. Arlington County is .848 cents per $100
2. Fairfax Counbty is .92 cents per $100.
3.City of Alexandria is .845 cents per $100.
4. Town of Herndon is a whopping $1.16 per $100.

Northern Virginia’s year to date average real estate sales price is down from last year.
Last years average sales price was $537,339.00 and this years grand total is $482,197.00. Thats is a 10.26% decrease. Ive had several customers negotiate listing prices down but what happened to 3-6% being the popular percentages realtors liked to promote as an almost automatic decrease when submitting an offer.
Are we going to continue to dip or will perhaps….the pending presidential election or other factors…. help bring us back into a place where values start to increase again?

NBC’s Today show had a snippet posing this very question this morning and their verdict is in. In summary, LOCATION LOCATION LOCATION. Renting makes sense in areas where there is still room for a decline in real estate prices (Northern California and the New York tri state areas) but in other areas such as college towns and areas where younger generations are populating (Upstate New York, Texas, and certainly the Washington DC metro area) buying maybe a great idea IF:
1. Your credit is strong and you’re getting a good interest rate.
2. The rule of 15 (your annual rent times ‘15′ equalling your price point to buy while still satisfying your living condition requirements)
3. You steer clear of any funky mortgage options- stick with a 15/30 year fixed- fancy funding has gotten us in the mess most areas are in today so lets avoid past mistakes
4. Plan on the long term investing to make it profitable (equity gains) for your future.

The latest attempt to stunt a recession? Project Lifeline.
The goal? To postpone foreclosures for an extra 30 days to allow defaulting borrowers a chance to state their case for maintaining possession of their homes.
The process? Citigroup, Washington Mutual, Countrywide, Bank of America, JPMorgan Chase, and Wells Fargo will contact borrowers who are 90 days or more behind on their payments to discuss new terms IF they’re still interested in maintaining ownership in their home and IF, and this is a BIG if, IF they’re current economic status qualifies them a “lifeline,” or second chance. If and when the borrowers make 3 consistent months payments, these newly established terms will become permanent.
The “Solution”? Time will tell! It’s hard to tell what this will do to help fend off increasing foreclosure rates around the U.S.
What happens to those who don’t qualify? Their foreclosures are likely to continue. Mortgages who default, even after their new terms?? They’ll contribute to foreclosure rates also.
It’ll be interesting to see how and if these recession “medications” help. What do you guys think? Helpful? Giving mortgages an extra 30 days to live without paying? A brilliant idea??? Let me know!

Compared to January 2007, 2008 Average Sales Prices are about 7% less, but there was also about a 29% increase in SUPPLY (active listings), explaining why sales prices were slightly lower - more bargaining power!
(*Northern Virginia area includes the counties of Fairfax and Arlington, and the cities of Alexandria, Falls Church, Fairfax; and the towns of Vienna, Herndon, and Clifton.)
